FINAL STATUS OF
IOWA NURSES ASSOCIATION
2000 LEGISLATIVE AGENDA
- Support adoption of an Interstate Compact to facilitate a system of licensure in which a single license allows a nurse to practice in multiple states with a "multistate licensure privilege".
House File 2105 was signed by the Governor.
- Appropriate the tobacco settlement dollars for health care purposes with attention to: 1) school programs to reduce tobacco use and improve health, 2) assuring health services provided by school nurses are included in state school accreditation standards, and 3) programs to reduce school violence.
House File 2555 appropriated $55 million.
House File 2565 directs a committee oversee expenditure of the $9.3 Million tobacco prevention funds.
House File 2579 creates a tobacco settlement authority to administer the tobacco settlement.
School Health Accreditation Standards bill, HF 2474 was signed by the Governor.
Senate File 2435 continues the EPSDT funding to implement the screening component through the school system.
House File 2411 (not adopted) would have provided the Medicaid state match for direct school nurse services provided to Medicaid children in the schools.
There were no bills that directly addressed programs to reduce school violence.
- Support parity in health insurance policies for mental health and substance abuse coverage and appropriate housing.
House File 2080 died on the Senate calendar.
- Assure nursing supervision of emergency medical services personnel when they work in the non-emergency, non-lifesaving acute care settings.
INA desired language was included in House File 2333; Governor signed.
- Increase funding for public health nursing/core public health functions.
Senate File 2429 appropriated a $400,000 increase from unspent Gambling Treatment Fund and House File 2555 appropriated $1.5 million from tobacco settlement (Healthy Iowans 2010) for a total of $1.9 million new dollars.
- No support for legal recognition of direct-entry midwives.
House File 2498 did not survive the second funnel.
Public Policy Priorities
- Monitor the proposed regulation of hollow-bore needles.
Senate File 2302 directs the Iowa Dept of Public Health to conduct a needlestick study in cooperation with the Iowa Division of Labor and report by December 15, 2000.
- Monitor the need for regulation of telehealth applications.
House File 732 did not move in the 2000 session.
Senate File 2435 discontinues the Medicaid "telemedicine" project.
House File 2549 directed The University of Iowa Hospitals and Clinics to extend, when medically appropriate and within the context of the Indigent Patient Care Program, the use of home "telemedicine" and other technologies to reduce the frequency of visits to the hospital and report to Legislature. (Governor vetoed)
- Monitor the implementation of the expanded Medicaid program for children and implementation of the HAWK-I program and Empowerment Boards.
Senate File 2435 increases the eligibility income limit for pregnant women and infants to 200% of the federal poverty level (FPL).
SF 2435 also requires the Dept of Human Services (DHS) to seek a federal waiver to set up a pilot program providing continuous eligibility for children in the HAWK-I program. The Governor and many legislators support continuous eligibility for children under regular Medicaid, but cost estimates vary widely, thereby leading to a study approach to better determine likely costs.
Senate File 2429 appropriates $100,000 from unspent gambling treatment funds to go to community action agencies for HAWK-I outreach programs.
House File 2549 (Education Appropriations) increases Empowerment Fund by $5.2 million for a total of$15.6 million.
- Promote the understanding of End-of-Life issues through the dissemination of information on advanced directives and living wills, information on treatment choices and documentation and communication of end-of-life options and preferences.
Continued participation in the End-of-Life project funded by the Robert Wood Johnson Foundation.
- Seek modification of the Medicaid program: 1) evaluate barriers to direct services from advanced practice nurses to Medicaid recipients and 2) increase reimbursement for basic health services, such as dental care, to recipients.
Senate File 2435 (Human Services Appropriations) specifies direct reimbursement of family and pediatric nurse practitioners working in rural health clinics owned by hospitals, but not serving as hospital employees.
House File 2555 (Tobacco Settlement) appropriates $24.5 million new dollars to increase reimbursement for basic health services; $6 million to physicians, $3.6 million to dentists, $3.1 million to other providers and support services.
- Assure reviewers of managed care and third party payor companies have appropriate educational preparation and judgment needed to evaluate the patient’s conditions being presented.
There was no action taken on these activities.
- Monitor activities relative to women’s health including research funding, occupational health safety risks, access to health care interventions and consumer protections.
Senate File 2126 provided third party coverage for contraceptives.
Senate File 2435 gives family planning services for two years to women who were on Medicaid when their pregnancy ended.
House File 2362 establishes a Domestic Abuse Death Review Team.
Senate File 2302 provided legal protections for women who breast feed.
House File 2522 allows victims of domestic abuse to use an address of a shelter or other agency to protect privacy.
Educational grants were utilized from Eli Lilly and Company to support the Retreat education on Women’s Health and from Schering-Plough on Hepatitis.
- Assure electronic privacy to protect the confidentiality of personal and professional online information.
House File 2205 establishes uniform computer information act and authorizes recognition of electronic records, signatures and contracts.
Senate File 2429 establishes a Consumer Privacy Task Force within the Dept of Public Health.
- Assure Medicare’s long term solvency and universal access for all older Americans and identified disabled populations with the current levels of quality, services and eligibility.
No specific action taken this year.
